Description:
The National Programme Coordinator will be responsible for the overall management and implementation of the VCN Programme, including management of the National Programme Coordination Office, coordination of the nine State Programme Offices and supervision of programme specialists and service providers.
Key Responsibilities:
- Oversee the establishment and staffing of the National Programme Coordination Office.
- Oversee the establishment and functioning of the State Programme Coordination Offices.
- Lead programme implementation, financial and asset management, contract management, personnel management, government liaison and external relations.
- Ensure the development and implementation of an effective M&E system.
- Lead the review and implementation of the Programme Implementation Manual and other guidelines.
- Coordinate VCN implementation across participating states.
- Provide guidance to programme staff at national and state levels.
- Consolidate the states’ Annual Work Plans and Budgets with the NPCO’s AWPB and submit them for approval.
- Oversee contracts for support staff, consultants and service providers.
- Ensure timely submission of programme, financial, audit and M&E reports to FMAFS, IFAD and AFD.
- Coordinate supervision missions and ensure implementation of recommendations.
- Organise impact evaluations, beneficiary assessments, the Mid-Term Review and Final Evaluation.
- Supervise day-to-day programme operations and ensure corrective actions are implemented.
- Maintain relationships with government ministries, private-sector organisations, NGOs and other programme stakeholders.
Qualifications and Requirements:
- Master’s degree or higher in Agriculture, Agricultural Economics or a relevant discipline.
- Minimum 10 years of relevant professional experience.
- At least 7 years’ experience in project management or agriculture-related management positions within internationally funded agricultural development projects.
- Experience with Government, IFAD, AFD, World Bank, AfDB or similar donor-funded programmes.
- Strong strategic planning, programme management and stakeholder engagement skills.
- Excellent communication, analytical and organisational skills.
- Strong computer literacy.
- Fluency in written and spoken English and relevant local languages.
