Description:

The Monitoring & Evaluation Specialist will oversee all VCN monitoring and evaluation activities at national, state and LGA levels. The role is responsible for compiling, validating and reporting programme results and ensuring timely submission of M&E reports.

Key Responsibilities:

• Develop the project-specific M&E Plan, including the M&E approach, processes, data collection tools, deliverables and responsibilities.
• Support the development of the VCN M&E Management Information System (MIS).
• Ensure consistency between the beneficiary database, reporting templates and the approved M&E Plan.
• Coordinate data collection and reporting with State teams and implementing partners.
• Provide technical support on M&E, MIS, data collection, analysis and reporting.
• Maintain and update the project Logframe and physical progress performance reports.
• Conduct data quality assurance checks and provide feedback to project staff and partners.
• Guide service providers conducting COI surveys to ensure compliance with IFAD requirements.
• Ensure compliance with project and IFAD requirements on data collection and ethical data use.
• Build the capacity of VCN, LGA and State staff and partners on M&E and MIS.
• Manage the beneficiary database and other project information and documentation.

Qualifications and Requirements:

• Master’s degree or higher in Statistics, Demography, Public Policy, International Development, Economics or a related field.
• Advanced certification in M&E, Statistics or Economics is preferred.
• Minimum 10 years of relevant professional experience, including at least 7 years in a similar M&E role.
• Experience implementing M&E systems for internationally funded agricultural development projects.
• Experience with beneficiary monitoring, databases and project-level MIS.
• Knowledge of qualitative, quantitative, mixed-method and impact evaluation approaches.
• Strong analytical, communication, project management and problem-solving skills.
• Excellent computer literacy.
• Fluency in English; knowledge of local Northern Nigerian languages is required/advantageous according to the source.
