Description:

The Rural Infrastructure Specialist will provide technical guidance and support to State Rural Infrastructure Officers, LGA Engineers and beneficiaries in the implementation of VCN infrastructure investments.

Key Responsibilities:

• Contribute infrastructure-related information to the preparation of the VCN Annual Work Plan and Budget.
• Participate in consultations and sensitisation workshops for Farmer Organisations and communities.
• Participate in screening and ranking proposed community sub-projects.
• Assess whether proposed civil works appropriately address community needs.
• Ensure infrastructure interventions follow project requirements and work schedules.
• Develop action plans for implementing infrastructure activities.
• Develop operation and maintenance systems for market infrastructure with relevant partners.
• Prepare consolidated quarterly progress and monitoring reports.
• Participate in procurement of infrastructure studies, works and supervision services.
• Prepare terms of reference, technical specifications and tender documents.
• Analyse bids and proposals and support selection of consultants and contractors.
• Supervise consulting engineers and review feasibility and detailed design studies.
• Support supervision and quality control of construction works to ensure compliance with engineering standards, contracts and schedules.

Qualifications and Requirements:

• Master’s degree or higher in Civil Engineering or a related discipline.
• Active membership of a recognised professional engineering body such as COREN or equivalent.
• Minimum 10 years of relevant professional experience, including at least 7 years in rural infrastructure activities under internationally funded agricultural development projects.
• Experience in engineering design, infrastructure development and construction supervision.
• Experience in training and capacity building.
• Strong project management and basic M&E skills.
• Experience working with government institutions, NGOs, donors and local government authorities.
• Strong stakeholder engagement and communication skills.
• Excellent computer literacy.
• Knowledge of IFAD or other international funding-agency procedures is an advantage.
