Description:

The ICT4D Specialist will lead the adaptation, implementation, coordination and scaling of digital innovations to improve smallholder productivity, market integration, climate resilience and nutrition-sensitive service delivery under VCN.

Key Responsibilities:

• Develop the VCN digitalisation implementation strategy.
• Lead implementation of digital advisory and extension services.
• Implement Digital Climate Information Services and digital nutrition information services.
• Support Agricultural Market Information Services, Digital Financial Services, e-market platforms and e-voucher systems.
• Lead the use of farmer registries, databases, GIS, remote sensing, satellite imagery and geospatial analysis.
• Promote AI-enabled solutions, including tools for pest and disease diagnosis and predictive analytics.
• Provide technical guidance to service providers and programme teams on digital systems.
• Support development of digital support systems for government departments, extension services, private-sector actors and business partners.
• Review technical documents, terms of reference, bids and proposals to ensure digitalisation is properly integrated.
• Develop technical documentation and train project staff, extension agents, farmers and other stakeholders.
• Document and disseminate lessons learned from digital solutions.
• Evaluate emerging digital innovations and identify technological opportunities.
• Ensure digital technologies contribute to programme implementation, M&E, reporting and knowledge management.
• Coordinate agriculture digitalisation working groups

Qualifications and Requirements:

• Master’s degree or higher in Information Technology and Management, Computer Science, ICTs in Agriculture, Agricultural Engineering, Data Science, Agriculture or a related discipline.
• Minimum 10 years relevant professional experience, including at least 7 years designing or implementing digital solutions for agricultural development programmes.
• Proven experience in digital agriculture solutions.
• Knowledge of AI, IoT and geospatial analytics and their application in agriculture.
• Knowledge of digital governance, data management and interoperability.
• Experience in training, capacity building and user support.
• Strong stakeholder engagement and partnership-building skills.
• Strong project management and basic M&E skills.
• Experience with IFAD, World Bank, AfDB, AFD or similar development projects is an advantage
