The Ministry of Primary & Secondary Education, Zimbabwe , through the Non-Formal Education (NFE) Division, successfully convened a three-day NFE Strategy Validation Workshop from 10β12 December 2025 at Palm Leaf Gardens in Kwekwe.
Officially opening the workshop, the Director for Non-Formal Education, Mr G. Mhuma, urged participants to fully utilise the engagement to refine and βclean upβ the NFE Strategy, taking into account valuable inputs from stakeholders who participated in the NFE Symposium held on 3β4 December 2025 at Manna Resort, Harare. He emphasised that the final Strategy must be accompanied by a clear Workplan and a robust Monitoring and Evaluation (M&E) Framework to ensure effective implementation.
Beyond validating the Strategy, participants also successfully developed the NFE Workplan and M&E Framework, positioning the Division to roll out well-coordinated, measurable and impactful Non-Formal Education programmes.
In her closing remarks, the Chief Director for Primary, Secondary and Non-Formal Education, Mrs O. Kaira, described the NFE Strategy and M&E Framework as critical documents for re-branding and strengthening Non-Formal Education in Zimbabwe. She challenged participants to become true advocates of the NFE learning pathway, with strong emphasis on gender equity, inclusivity and inter-ministerial collaboration.
Mrs Kaira underscored the importance of aligning the NFE Strategy with the Ministryβs Strategic Plan, the Amended Education Act [Chapter 25:04] and National Development Strategy 2 (NDS2). She further highlighted the need for evidence-based planning using EMIS data, clear indicators, effective early warning systems and a strong M&E framework to track progress, identify bottlenecks and inform decision-making.
She also commended the NFE Division for the successful NFE Symposium, noting that the submission of over 60 papers reflected growing national interest and confidence in Non-Formal Education as a viable learning pathway.
The validated NFE Strategy, Workplan and M&E Framework, which speak to the draft NFE Policy currently with the Cabinet Secretariat, position the Ministry to effectively serve adult learners, teen mothers, out-of-school youth and other NFE clients, while advancing skills development and lifelong learning.
These milestones signal the Ministryβs readiness to implement and scale up Non-Formal Education programmes in 2026 and beyond, leaving no learner behind.
