“The success of every programme or initiative depends largely on its technical team,” the Permanent Secretary at the Ministry of Basic and Secondary Education (MoBSE) has said.
The remarks were made during a two-day meeting of the Technical Committee of The Gambia’s Foundational Learning Programme (FLP), convened to review implementation progress, assess challenges and chart the way forward.
The FLP is a national initiative designed to ensure that all children acquire foundational literacy, numeracy and socio-emotional skills by Grade 4. The programme seeks to address high dropout and failure rates by strengthening early-grade instruction.
A key feature of the initiative is the use of national languages as the medium of instruction from Early Childhood Development (ECD) through Grade 3, alongside enhanced teacher support systems and improved curriculum quality.
The Permanent Secretary described the Foundational Learning Programme as a central pillar of the Ministry’s ongoing education reforms, stressing that its success depends on the collective expertise and commitment of education stakeholders.
He called on committee members and development partners to work collaboratively to ensure the effective delivery and sustainability of the programme.
The initiative is supported under the #RiseProject and aligns with broader efforts by the World Bank Group and other partners to strengthen foundational learning outcomes across the region.
