The Émile Boutmy scholarship, established in 1871 and named in honor of the founder of Sciences Po, is dedicated to supporting outstanding international students from outside the European Union. The scholarship aims to provide the most deserving students with an opportunity to pursue higher education at one of Europe’s leading institutions.

The Émile Boutmy scholarship is made possible through the contributions of private sponsors, including benefactors, companies, and foundations, who are committed to fostering academic excellence. These sponsors, such as Chalhoub Group, Fondation Geneviève McMillan-Reba Stewart, Fondation Luksic Scholars, L’Oréal, and Michel-David Weill, play an active role in supporting the students. Scholarship recipients also have the opportunity to connect with these sponsors during organized events.
Eligibility Criteria
To qualify for the Émile Boutmy scholarship, applicants must meet specific eligibility requirements:
- Be a first-time applicant from a non-European Union country.
- Their household must not file taxes within the European Union.
- Be admitted to Sciences Po’s undergraduate or Master’s programs.
Ineligible Candidates Include:
- Swiss and Norwegian applicants (who may be eligible for CROUS scholarships).
- Candidates with dual EU citizenship.
- Quebec applicants for Master’s programs (eligible for sliding scale fees, like EU students). Quebec Bachelor’s candidates remain eligible.
- Applicants for certain dual-degree programs or one-year Master’s programs.
- Ph.D. students and exchange students.
- Those applying via the French graduate admissions procedure.
The Émile Boutmy scholarship cannot be combined with other scholarships, except in special circumstances as determined by the jury (e.g., Eiffel, AEFE, or BGF scholarships).
Selection Process
The selection process is highly competitive, with scholarships awarded based on academic merit. The selection committee also considers the specific profile sought for the program. In some cases, social criteria may be factored into the decision-making process.

- Undergraduate program (French secondary school applicants): To be confirmed
- Master’s program: 1 December 2024
