The Ministry of Basic and Secondary Education has issued a directive prohibiting graduation ceremonies for pupils in Early Childhood Development (ECD), Nursery, and Lower Basic Schools, citing growing concerns over the financial burden such events place on parents and guardians.
In a press release, the Ministry criticised what it described as increasingly lavish and costly graduation celebrations, noting that they violate its long-standing “No Levy” policy aimed at protecting families from unnecessary expenses in the education system.
With immediate effect, schools at the affected levels are no longer permitted to organise graduation ceremonies. Instead, Upper Basic and Senior Secondary Schools have been directed to limit their end-of-year activities to modest Speech and Prize-Giving Ceremonies.
The Ministry further outlined strict guidelines for such events, mandating that students must wear their regular school uniforms rather than gowns or special attire. Schools are also required to host ceremonies within their premises to avoid additional costs associated with hiring external venues.
Additionally, the directive bans any form of post-ceremony parties or social gatherings organised by schools. Students must not be compelled to attend or contribute financially to such events.
The Ministry emphasised that the measures are intended to ensure that all students can celebrate their academic achievements in an inclusive and dignified manner, without placing undue financial pressure on their families or excluding those unable to afford such costs.
Schools across the country have been urged to comply fully with the new guidelines as part of broader efforts to promote equity and affordability in the education sector.
