The Federal Ministry of Education (FMOE) organized a sensitization session at the Integrated Payroll and Personnel Information System (IPPIS) office to guide staff on accessing and utilizing the Performance Management System (PMS). The session aimed to ensure efficient tracking and evaluation of employees’ performance through the newly introduced digital platform.
Steps to Access the PMS
Staff were introduced to the PMS portal via fmepms.org/staff and guided through the following steps:
1. Click on “Enter” to log into the FME Employment Performance Management System.
2. Enter Username and Password as assigned.
3. Supervisors will be responsible for managing their assigned staff.
Navigating the Performance Management System
Staff should access the Explorer Options and select Log In.
Under Employee Performance Database Management, choose the 2024 department.
Select the staff name for individual performance review.
Performance Evaluation Forms
The PMS consists of three key forms:
Form A – Simple Performance Contract
Form B – Quarterly Appraisal
Form C – Annual Appraisal
Each form measures employees’ Level of Achievement across four quarters (Q1, Q2, Q3, and Q4). Evaluations are graded between 1 and 5 based on specific performance indicators.
Competency and Appraisal Process
A Generic Competency section requires ratings between 1 (minimum) and 5 (maximum).
Evaluators must ensure responses align with objectives.
Each quarter carries a weight of 4 to 20 points, ensuring fair assessment distribution.
All sections (A and B) must be completed before proceeding.
Finalizing the Appraisal
At the end of the assessment process:
The Appraisee and Countersigning Officer must sign the contract.
After signing, return to the Home Page, select the relevant year, and complete the appraisal for all four quarters.
The sensitization session emphasized the importance of accurate reporting and data entry to ensure transparency and accountability in staff performance evaluation. Staff were encouraged to utilize the system efficiently for seamless performance tracking and career growth.
