The Presidential Amnesty Programme (PAP) has commenced applications for its 2025/2026 Scholarship Programme, offering fully funded undergraduate and postgraduate education opportunities for eligible Nigerians from the Niger Delta region.
The scholarship is designed to support the Federal Government’s reintegration and human capital development efforts by providing beneficiaries with access to higher education in selected Nigerian universities.
Scholarship Benefits
Successful applicants will receive:
– Full tuition coverage.
– Living stipend.
– Book allowance and other approved educational expenses.
Eligibility Requirements
To qualify, applicants must:
– Be registered beneficiaries of the Presidential Amnesty Programme and indigenes of eligible Niger Delta states.
– Be applying as fresh entrants into 100-level undergraduate programmes or Master’s degree programmes for the 2025/2026 academic session.
– Present a valid 2025 UTME result for undergraduate admission.
– Meet the programme’s academic and conduct requirements throughout the scholarship period.
Required Documents
Applicants are expected to submit:
– Completed application form.
– O’Level results (WAEC and/or NECO) with at least five credits, including English Language and Mathematics.
– 2025 UTME result (for undergraduate applicants).
– Local Government identification letter.
– Degree certificate, transcript and NYSC certificate for postgraduate applicants.

Interested candidates should visit the official PAP scholarship portal, create an account, complete the online application form and upload all required documents before the application deadline.
The Presidential Amnesty Programme has also cautioned applicants that the scholarship application is completely free and warned against making payments to individuals or groups claiming to facilitate admission or selection.
Applicants are encouraged to submit accurate information, as false declarations or misconduct may result in disqualification or withdrawal of the scholarship.
