The Rwanda Defence Forces (RDF) and Rwanda National Police (RNP) have kicked off the 2025 Defence and Security Citizen Outreach Programme, aimed at enhancing infrastructure, healthcare, and children’s education across the country.
Launched on March 17, the programme encompasses various development projects, including financial assistance to former illegal cross-border cooperatives in Burera District, the construction of ten houses for vulnerable households in Nyanza District, the rehabilitation of a water supply system in Rulindo District, and the provision of medical services in Nyagatare District. Additionally, Early Childhood Development (ECD) centres will be built in Nyabihu District.
Key Infrastructure Developments
In Kigali, a Rwf45 million bridge will be constructed to connect Kanombe and Niboye sectors in Kicukiro District. Replacing a wooden bridge previously built by residents, the project is expected to be completed within two months.
Deputy Inspector General of Police in charge of Operations, CP Vincent Sano, emphasized the importance of collaboration between security agencies and citizens in advancing development, security, and defense.
“This initiative reflects a strong partnership among different institutions. Since 2009, under the directives of the President, the army and police have been actively working alongside government agencies to implement various development and security projects,” Sano stated.
He highlighted the tangible benefits of such collaborations, noting that development is closely tied to security and cooperation.
“Efficient transportation infrastructure facilitates trade, ensures safe school access for students, and reduces accidents caused by inadequate bridges,” he added.
Community Development and Social Impact
The three-month initiative aligns with Rwanda’s 31st Liberation Anniversary celebrations and marks 25 years of police-citizen partnership.
Martine Urujeni, Vice Mayor in charge of Socio-Economic Affairs in Kigali, praised the initiative, particularly the construction of three ECD centres.
“We encourage residents to maintain these facilities by keeping them clean and free of waste. The leadership is committed to ensuring the sustainability of these projects,” she assured.
Minister of State for Education, Claudette Irere, underscored the need for long-term maintenance of the new infrastructure.
“It would be unfortunate if, after some time, the bridge is neglected. Located near a school, it will provide a safer route for students,” Irere said.
Jean Baptiste Ntezimana, a resident of Niboye Sector, expressed relief over the bridge project.
“I live in Niboye, but my two children study in Kanombe. This bridge will give me peace of mind knowing they can commute safely,” he shared.
Nationwide Impact
Across Rwanda, the outreach programme will result in the construction of:
80 houses for vulnerable individuals
10 Early Childhood Development (ECD) centres
13 bridges
Additionally, medical services will be provided in four districts—Nyagatare, Nyamasheke, Nyaruguru, and Rulindo—covering specialties such as orthopedic and general surgeries, dental and eye care, skin disease management, pediatric care, maternal health services, and family planning.
Furthermore, water supply systems will be built or rehabilitated in Kamonyi, Huye, Rulindo, Rusizi, and Kayonza districts.
The initiative is set to conclude in June, reinforcing Rwanda’s commitment to sustainable development, security, and community welfare.
