The United Nations Development Programme (UNDP) is inviting qualified professionals to apply for the position of Programme Analyst – Rule of Law, Justice and Security (RoLJS) as part of its ongoing governance support efforts in Bangladesh. The full-time role is based in Dhaka and offered under a National Personnel Service Agreement (NPSA-9) for an initial one-year contract, with the possibility of extension.

In partnership with the Government of Bangladesh, UNDP continues to drive democratic reforms, inclusive development, and good governance under the Sustainable Development Goals (SDGs) framework. The recently launched “**Integrated Support for Advancing Reforms and Democratic Governance in Bangladesh (SARG)**” project aims to enhance institutional capacity and public trust during Bangladesh’s transitional period, especially following the establishment of an Interim Government in August 2024.
The Programme Analyst will play a key role in advancing reforms in rule of law, justice, and security. Working closely with the Senior Rule of Law, Justice and Security Advisor and the Democratic Governance Cluster, the analyst will help shape evidence-based policies and coordinate reform efforts with key institutions and civil society stakeholders.
Key Responsibilities
Oversee and ensure quality implementation of justice and security-related projects.
Provide technical support to align reforms with international standards on human rights, gender, and inclusiveness.
Coordinate inter-agency efforts and partnerships with judiciary, police, civil society, and other government institutions.
Lead evidence-based research, policy analysis, monitoring, and evaluation.
Support donor engagement and visibility of the programme.
Facilitate knowledge sharing and stakeholder engagement on rule of law issues.
Candidate Profile
Education:
Master’s degree in Law or related field (mandatory), OR
Bachelor’s degree with at least 4 years of relevant experience.
Experience:
Minimum 2 years (with Master’s) or 4 years (with Bachelor’s) of relevant experience in law, governance, or public policy.
Strong background in rule of law, justice, and security sector reforms.
Experience in legal analysis, institutional strengthening, and stakeholder coordination.
Prior work with government agencies, international organizations, or the UN is an asset.
Languages:
Fluency in English and Bangla (spoken and written) is required.
