Kenya: Uncertainty Clouds Ruto’s Universal University Funding Plan

Kenya’s plan to provide government funding for every student admitted to a public university or college has run into uncertainty, with questions emerging over whether the new financing model will be ready before the next academic year begins.

President William Ruto had announced plans for a universal higher-education funding system under which students admitted to public universities and colleges would receive government support.

The proposed reform is expected to significantly change how students access financial assistance for higher education, with the government seeking to move away from a system in which funding is determined primarily by individual applications and categorisation.

However, reports indicate that uncertainty remains over the implementation of the new model, particularly as first-year students are expected to report to campuses next month.

Kenya’s Education Cabinet Secretary, Julius Ogamba, has defended the proposed system, insisting that students will receive financial support under the new arrangement.

The government is also reviewing legislation that could alter the roles of key institutions involved in university placement and student financing, including the Higher Education Loans Board and the Kenya Universities and Colleges Central Placement Service.

The development comes as Kenyan students continue to apply for loans under the existing system, creating uncertainty over how the transition to the proposed universal funding arrangement will be managed.

Officials have maintained that the reforms are intended to ensure that financial constraints do not prevent qualified students from accessing higher education.

The implementation of the new model is therefore being closely watched by students, universities and parents ahead of the new academic year.

The latest development comes amid a wider debate in Kenya over the affordability of university education and the sustainability of government funding for higher education.
