Nigeria: 70% of UI Students Benefit From NELFUND Loan, Final-Year Student Says

Nigeria’s student loan scheme is undergoing another phase of reform as the Nigerian Education Loan Fund (NELFUND) moves to address payment disputes, administrative delays and accountability concerns affecting beneficiaries and tertiary institutions. Expert says NELFUND risk collapse.

The proposed NELFUND 2.0 initiative introduces a token-based tuition payment system and a parental verification portal designed to prevent duplicate payments, improve transparency and strengthen communication between students, their institutions and families.

Announced in October 2026, the reforms are intended to address situations where students pay their tuition fees independently without knowing that NELFUND has already transferred the money to their institutions. Such cases have created disputes over refunds and left some beneficiaries uncertain about the actual status of their school fees.

Under the proposed token-based arrangement, students will receive access to approved tuition funds through a digital wallet system. Rather than withdrawing the money into their personal bank accounts, beneficiaries will authorise payments directly to their respective institutions using tokens linked to their schools.

NELFUND Managing Director, Akintunde Sawyerr, explained that the arrangement would give students greater control over when their approved fees are paid while preventing the transfer of funds to personal accounts or unauthorised institutions.

The Fund is also planning an online verification portal through which parents can check whether their children’s tuition fees have been paid. The proposed platform will allow parents to enter students’ matriculation numbers and confirm payment status without accessing the actual amounts or other sensitive financial information.

These measures come as NELFUND manages a growing number of applications and disbursements. Its dashboard report as of October 3, 2026, recorded more than 1.65 million processed applications across 319 beneficiary institutions, with total disbursements of approximately N372.62 billion, covering institutional fees and upkeep allowances.

The scale of the programme highlights the importance of effective administration. However, the challenges facing the student loan scheme extend beyond the duplication of tuition payments.

One major concern is the quality and accuracy of student records supplied by tertiary institutions. In an earlier interview, Sawyerr acknowledged that incomplete or inaccurate institutional data could prevent students from successfully applying for loans. Weak information technology infrastructure and delays in processing institutional records have also affected the scheme’s operations.

The introduction of a digital payment system will therefore depend heavily on the capacity of participating institutions to integrate their financial and administrative systems with NELFUND’s platform. Where institutional records are poorly maintained or payment confirmations are delayed, students could continue to experience difficulties despite improvements to the Fund’s technology.

Digital accessibility is another issue that requires attention. Students who lack reliable internet access, smartphones or adequate digital literacy may struggle to navigate the new payment process. Institutions must ensure that beneficiaries can obtain assistance when they encounter technical difficulties or cannot complete transactions independently.

There are also data protection concerns surrounding the proposed parental verification portal. Although the platform is expected to disclose only whether fees have been paid, NELFUND must establish clear safeguards to prevent unauthorised access to students’ personal and educational records.

Beyond payment administration, the long-term sustainability of the loan scheme remains an important policy question. A policy brief discussed at an October 2026 webinar organised by iRead To Live Initiative and BudgIT Foundation warned that NELFUND needs a credible loan recovery framework before the first beneficiaries become due for repayment.

The concern is linked partly to Nigeria’s large informal economy, where many graduates may work without formal employment records or identifiable employers through whom loan repayments can be deducted. The policy brief recommended stronger income-tracking arrangements, clearer funding structures and independent audits to improve accountability.

To make the new reforms effective, NELFUND needs to move beyond introducing digital platforms and strengthen the entire administrative chain connecting students, tertiary institutions and the Fund.

First, all participating institutions should maintain accurate and regularly updated student records, while establishing dedicated units to reconcile tuition payments and resolve discrepancies. NELFUND should also introduce clear timelines for acknowledging payments and notifying beneficiaries.

Second, students should have access to functional complaint and dispute-resolution channels. Where a payment is duplicated or an institution fails to acknowledge funds received, beneficiaries should be able to report the issue and obtain timely intervention without losing access to academic activities.

Third, the proposed parental verification system should operate with appropriate consent and privacy safeguards. Students should be informed about what information parents can access and how their educational records are protected.

Finally, the government must address the long-term financing and repayment structure of the scheme. Transparent financial reporting, regular independent audits, clear repayment guidelines and effective engagement with graduates will be essential to sustaining the programme.

NELFUND has the potential to reduce the financial barriers preventing many Nigerians from accessing tertiary education. However, the success of the scheme should not be measured only by the number of applications received or the amount of money disbursed.

Its real impact will be reflected in whether students receive their approved support on time, complete their education without avoidable financial disruptions and graduate into a system capable of managing repayments fairly and sustainably.

As NELFUND 2.0 takes shape, the government must ensure that technological innovation is matched by institutional capacity, accountability and adequate protection for beneficiaries.

Making student loans accessible is only one part of the challenge; making the system reliable and sustainable is equally important.
