The 2025 budget for Senegal’s Ministry of Higher Education, Research, and Innovation (MESRI) has been approved by the National Assembly’s commission, reflecting the government’s ongoing commitment to advancing the education sector.
The budget will increase from 303.4 billion FCFA in 2024 to 308.5 billion FCFA in 2025, marking a modest rise of 5.1 billion FCFA, or 1.65% in relative terms.
Minister Elhadji Abdourahmane Diouf presented the budget, emphasizing that the additional resources will support the implementation of priority actions outlined in MESRI’s operational plan for 2025. This plan focuses on critical investments to improve university infrastructure, research development, and innovation in higher education systems.
The budgetary increase aims to address key challenges within the sector, including the rising number of students, the need to enhance teaching quality, and ensuring alignment between higher education and labor market demands. Specific objectives include modernizing university facilities, strengthening scientific research, and enhancing teaching capacities to support the growing student population.
Minister Diouf highlighted that this increase, though moderate, demonstrates the government’s determination to make higher education a cornerstone of economic and social development. He reiterated the importance of fostering an inclusive and competitive education system to equip students with the necessary skills for the evolving job market.
This funding is expected to have tangible impacts, such as improving learning environments, supporting researchers, and boosting the performance of Senegalese universities. By prioritizing research and innovation, the ministry seeks to enhance the country’s global competitiveness and address pressing societal needs through science and technology.
The approval of the 2025 MESRI budget also marks a significant milestone in the National Assembly’s budgetary process, which commenced earlier this week. As deputies deliberate the government’s financial plans, this development underscores a shared vision to strengthen Senegal’s higher education sector and ensure its adaptability to future challenges.
With this step, Minister Abdourahmane Diouf and his team reaffirm their commitment to fostering a modern, inclusive, and forward-looking higher education system capable of driving national development.
The successful adoption of the budget lays the groundwork for continued investments in education, research, and innovation across Senegal.
