The Nigerian government has signed a Memorandum of Understanding (MoU) with China to enhance Technical and Vocational Education and Training (TVET) in the country. This partnership aims to equip Nigerians with practical skills, improve technical education, and expand vocational training nationwide.
The agreement was signed on Tuesday, March 18, 2025, during an event attended by the Minister of Education, Dr. Maruf Alausa, who was represented by the Permanent Secretary, Dr. Nasir Sani-Gwarzo. Speaking at the event, Dr. Sani-Gwarzo emphasized the significance of the collaboration, stating that it would strengthen Nigeria’s technical capacity and ensure the practical application of acquired knowledge.
Flexible and Expansive Agreement
Dr. Sani-Gwarzo explained that while the MoU is not legally binding, it establishes a strong technical partnership that allows for expansion.
“This agreement provides flexibility for future improvements in scope, depth, and quality. It is a framework that fosters mutual support and enables collaboration with additional stakeholders,” he noted.
The MoU also sets the foundation for future cooperation beyond technical education, allowing engagement with government agencies and state-level institutions.
China’s Strategic Role
Highlighting the choice of China as a partner, Dr. Sani-Gwarzo cited the country’s advancements in education and technology as key factors.
“China’s rapid progress in education and technical development makes it a valuable partner. Any nation seeking growth will benefit from such a collaboration,” he said.
Mr. John Zhao, a director at China Civil Engineering Construction Corporation (CCECC), assured Nigeria of China’s commitment to providing expertise, technology, and equipment to enhance skills acquisition.
“We are determined to work closely with Nigeria to implement meaningful improvements in technical education. Our systematic approach will address challenges in the sector and create lasting solutions,” Zhao stated.
Aligning with Nigeria’s Education Goals
The partnership aligns with President Bola Tinubu’s administration’s focus on education as a key priority. Zhao noted that the agreement was reached after extensive deliberations to ensure it effectively supports Nigeria’s development objectives.
“There is still much to accomplish beyond signing this MoU. However, this collaboration sets a strong foundation for future progress in education,” he added.
With this partnership, Nigeria aims to boost vocational education, equip citizens with essential technical skills, and foster long-term economic development through skill-driven innovation.
