The Presidential Amnesty Programme (PAP) has distributed an additional 900 laptops to beneficiaries of its scholarship scheme in Nigerian universities, marking the third batch of laptop distribution within the country.
The latest beneficiaries include students from partnering institutions — Nigeria Maritime University and Admiralty University of Nigeria — as well as non-partnering schools such as Dennis Osadebey University, Southern Delta University, and the University of Delta.
The laptops were presented on Friday, following the directive of the PAP Administrator, Dennis Otuaro.
The programme had earlier distributed 663 laptops in May 2025 and 1,857 units in November 2025.
The development was disclosed in a statement signed on Sunday by the Administrator’s media aide, Igoniko Oduma.
Speaking through his Special Assistant on Special Projects, Engr. Sokoto Victor, Otuaro said the initiative reflects PAP’s commitment to human capital development in the Niger Delta, stressing the role of education in driving innovation and sustainable development.
“This laptop distribution underscores our strong commitment to the academic success of our students. These laptops are essential tools meant to enhance learning, research, and innovation,” he said.
Otuaro urged beneficiaries to make responsible use of the devices to justify their inclusion in the scholarship scheme and achieve excellent academic outcomes.
He also commended President Bola Tinubu for his support of the programme and appreciated the National Security Adviser, Nuhu Ribadu, for overseeing the initiative.
Several beneficiaries described the distribution as timely, noting that the laptops would significantly support their academic work.
According to PAP, over 9,000 students have been deployed to universities within and outside Nigeria for industry-relevant courses since Otuaro assumed office in March 2024.
The Presidential Amnesty Programme was established in 2009 to curb militancy in the Niger Delta through disarmament and rehabilitation of former agitators. Over the years, it has expanded to include education, skills training, and empowerment initiatives aimed at promoting peace and development in the region.
